What is a Salvage Rebuildable title?

Salvage or Rebuildable Titles are issued by states when an insurance company acquires a vehicle due to incidents such as theft, hail, flood, fire, or collision. These vehicles are typically repairable but must undergo reconstruction before they can be legally driven. Once repaired, the vehicle is inspected by an authorized mechanic and, if deemed to meet manufacturer specifications, is certified by the DMV with a ‘reconstructed’ title. This title allows the vehicle to be registered and insured similarly to one with a ‘clean’ title. Looking at a Traverse, says FL Rebuilt Title and Mileage not actual. Can this be titled in MD? What does that mean, mileage not actual?

What is salvage/rebuild in the title? Does this mean it was already a salvage before this wreck? Essentially salvaged twice?
